Hull YoungbloodHull oversees all legal matters for Emerald and participates in business development and strategic planning. He attended Baylor University where he received a BBA and JD.  For 39 years Hull has represented clients in the development, planning, funding, construction and operation of dozens of public and private correctional facilities across the United States. Hull literally “grew up” in the security industry, and has represented clients across the United States and internationally, in almost every phase of the development, operations and deployment of private and public security related projects. This has given him a unique depth of knowledge about the security and corrections industries, their history, trends and participants, as well as the breadth of experience that comes from being involved in the development, financing and operation of public, private and blended projects for almost 40 years.

Hull has represented underwriters, lenders, bondholders, health care providers, operators, developers, owners, construction contractors, architects and vendors in security related and other public and private projects across the United Sates, as well as Israel, Great Britain and Costa Rica. Hull’s international practice in public, private and blended project development, construction finance and operations has given him first-hand experience in dealing with local, state, federal and international issues and disputes relating to correctional facilities.

Hull earned a BBA and JD from Baylor University, and is one of the pre-eminent lawyer educators in the south, having delivered more than 300 legal legal education presentations on indemnification, contract drafting, NDAs, risk transfer provisions and other transnational related topics.
