The Emerald Companies is dedicated to providing the latest solutions in detention services. Since 1996, when the companies began operation, Emerald has evolved to provide Solid Secure Solutions to local, state, and federal agencies, as well as international clients through each of its operating divisions. These divisions, Emerald Correctional Management and Emerald Healthcare Systems offer a full spectrum of design, construction, management and health care services within a variety of correctional settings. Emerald currently provides these services to four Federal agencies, state department of corrections, as well as numerous cities and county jurisdictions.

Each division of Emerald Companies is directed by a member of the corporate management team. This seasoned executive staff has more than 200 years of operational experience within their respective area of expertise and each brings unique capabilities that, together with other members of the organization, give the company the proficiency and impeccable credentials to effectively develop, implement and manage any correctional need with a cost-effective solution.

Sam Youngblood

Chairman of the Board

Sam Youngblood is the Chairman of the Board and Sole Owner of Emerald Correctional Management. Mr. Youngblood purchased Emerald in 2015. He oversees strategic planning and project development, and works closely with the CEO on all matters of positioning and strategy.

Steve Afeman

Chief Executive Officer

As the Chief Executive Officer of Emerald Companies, Mr. Afeman is responsible for the development and oversight of all Emerald Companies’ operations, including correctional management, health services and supply and pharmacy distribution, as well as representing Emerald Companies in its dealings with government agencies and jurisdictions.

Robert Hughes

Chief Operating Officer

Robert Hughes joined Emerald Companies in 2007 and has over 30 years of correctional experience, including five years in correctional health care and 25 years of correctional operation. Since joining Emerald, Mr. Hughes has served as Chief Financial Officer and Vice President of Operations.

Hull Youngblood

General Counsel

Hull oversees all legal matters for Emerald and participates in business development and strategic planning. He attended Baylor University where he received a BBA and JD.  For 39 years Hull has represented clients in the development, planning, funding, construction and operation of dozens of public and private correctional facilities across the United States.
